Campaign Map Control Overview: In order to make individual battles in a campaign PBEM play work smoothly, each player should determine at any point during the campaign turn , which side "controls" a battle map in their zone. Map control is distinguished from zone status in that the individual player determines map control at any time during play of a campaign turn. The referee determines zone status only in between campaign turns, from reports issued directly from the DC's, not the other players. Map control is then determined as follows: No units: If no units occupy a battle map (either by exiting or by elimination), both commanders must agree to relinquish play of that battle map until the next campaign turn. Play then would resume when the referee (ivans@ivans.pn.com), has determined that the current campaign turn is over. The Map section is then labeled completely vacant, until the beginning of the next campaign turn. Either OPFOR or NATO: If either OPFOR or NATO units occupy a map section (at the exclusion of the other side), then the map is considered to be under that side's control. The DC may decide which friendly player will include that map as part of his zone. This map becomes a partially occupied map section, until the beginning of the next campaign turn. Both OPFOR and NATO: If a any number of units exists on map, then play resumes until both player's agree on a unilateral or bilateral surrender (see Surrender, in Reinforcements, Supply, and Communications). This map section is considered occupied, until the beginning of the next campaign turn. "Bluff" units: Because of the simultaneous ability of each player to determine order of battle on a given map section, "bluffing" an enemy presence in a campaign turn is not allowed (and is a big waste of time).
